Georgia and New York are two of the toughest states. Like was stated previously the onus falls to the owner to prove the cat is NOT a Savannah. Sadly, most states who have ban laws DO attempt to enforce them. Not sure how the code is written and what the penalty is if violated, but there are plenty of horror stories involving this topic along with the fate hat befell the cats involved...and it not pretty. If you love your cats, you will not risk it...for while YOU may subject to a hefty monetary fine, your Savannah will likely pay for your your decision with his/her life.
