He is suckling his tail as a comfort thing. It isn't from being hungry. One of my F5 kittens does this in his new home, and I know for a fact he wasn't weaned early. He never did it while he was here, but started shortly after he went home. They usually will grow out of it, but some never do.
I agree, the kitten is suckling on his tail as a form of comfort. I have had a few kittens do this.
