I think just enforcing the current rules would address the issues they are supposedly targeting.
After all, one of the things they say they were targeting is that pets bought sight-unseen arrive sick. If a kitten/puppy has to have a health certificate before shipping, then they should be healthy...therefore look into why that is not so...are the certificates being faked, are vets not properly examining...
There IS already rules for kitten and puppy mills, maybe they aren't being inspected well enough, but adding more catteries/kennels needing inspection is NOT going to help that at all! There is NO reason to drop the limit of the number of breeding females requiring a USDA license to this level.
