Some cats just aren't interested in playing fetch, but as Linda mentioned, if she is food motivated you can always try using treats to get her to return the toy to you.
Mine was doing it to torture me. He started bringing toys into my bed. I got tired of rolling over onto a soggy toy so I started throwing them out the bedroom door only to find them under me again an hour later. he started bringing the toy back into the bed faster and faster then it became an obsession and the toy was being dropped into my hand or on my chest while he waited for me to throw again and again. His favorite fetch toys are soggy feather toys but lately he has discovered the little bell balls and now he carries them around all day .

I will try some of her freeze-dried raw treats, she seems to do anything for them
