No, it's actually the opposite. Rafiki had a great response to this in a different thread so I am using her response... Most housecats are full size (length and height) by a year old. A Savannah will continue to grow for up to 3 years. He should be pretty much full height/length by 2 years old and will spend the last year gaining muscle weight and filling out.
Do you remember if he had decreased appetite and an increase in the desire to chew hard things the past few months? If so, then he was teething as his permanent teeth were coming in. By this time, he should have most of his adult teeth and your vet should be able to tell if any are baby teeth. I don't know to tell by looking at teeth whether they are adult or baby.
