This doesn't make sense - ketamine is only an induction agent, I have never of spaying a cat without using gas.
Your mother is misinformed. It is much more common that a female will become more aggressive and territorial once she has had a litter, even after the kittens are grown and gone.
It's very likely that your Savannah's inappropriate elimination is because of your mom's behavior toward her, but being in heat does not help matters at all!
Where do you live?
Ketamine is a dissociative anaesthetic with some excellent properties, but needs to be combined with a sedative like xylazine or medetomidine to avoid problems as the effct wears off. I've used it in cats and lynxes, and is excellent for short or acute procedures.
