According to the TICA website, you need to work with the breed club and regional directors to resolve disputes. In extreme cases (example given - death of breeder), the TICA director can release the blue slip. I went through 2 SE regional directors, the breed club, the stat of Fl. The breeder would promise to send and never did. Breeder moved more than once, changed phone numbers, would not reply to emails, the ad on savannah cat.com disappeared and the website for the breeder no longer exists. It was 2 years of trying to resolve the issue. I bought Tink on 8/30/10 as a birthday present for myself and received the blue slip on 8/30/12. It was 2 long years. Sue
