Rehomed cats can have similar behavior issues. This particular cat seems a bit above and beyond. He acts very similar to an animal that was abused in some way, either psychologically or physically or both. If he was a kitten when the abuse started, then his fears are deep-seated. He seems to be snapping from fear rather than aggression but that is simply an impression taken from what you've described here.
I worked for 3 yrs with one of my cats to get him to the point where I could touch him without fear of being bitten or scratched. He was very fearful but he did not charge me as yours does.
Do you have a cardboard box or crate where he can go when he's feeling like he needs alone time? A space that's all his own where you leave him alone when he's in there?

Moving into a new place is likely to cause a set back.
There is a trigger there somewhere that sends him into these episodes. Finding what that is is the hard part and redirecting that behavior into something positive even harder.
