Are there breeders in Pennsylvania?

Yah here is the thing - it's not just about buying a kitten...you need to know west cats are behind the kitten. Does he use Bengals? Did you see the pedigree to know if the kitten is well bred, so you don't have issues later on.

It would have been much better for you to do you research BEFORE you placed a deposit.

I found the website very uninformative...it might be a scam or it might simply be a terribly designed website. I worry that you sent your check off for probably a considerable amount of money without adequate checking out the breeder. Did you get a contract before you sent the check?

I have been shown the parents and grand dad literally saying :)
For now it looks like normal communication and he does not demand the whole amount upfront and was stating we can meet half way. Sounded persuasive so far.
But you never know

You've been shown them "literally"? In person or they sent you some pictures that are purported to be the parents. I never understand people that send off thousands of dollars without asking for a contract or checking them out beforehand. I do hope it works out for you and you are happy...

And would never do that unless I see the kitten with my own eyes
The site is just not taken care.

I’ve seen the pics with names and could trace the original breeder who seemed a real one. However nowadays scammers could be really smart.
You said you know who he is, how’s that?

He's not a scammer...but to spend thousands on an F2 without really knowing anything about the background of the cats, knowing the breeder is not very involved, cattery not listed...there is more to buying a kitten...for instance, if the kitten is a Bengal mix, TICA does not allow outcrosses, which your kitten would then be - a Savannah mix. Buy that is your decision to make. As I said - good luck.

You said you know who he is, how’s that?

Because I have been involved in the savannah community for years and know the good breeders and the bad breeders. I have been on the savannah breed committee for years and am the current breed chair.
