Can this cat be a savannah?

Looks like a bengal to me, and if there is some serval/savannah in there it looks further removed than an f2.

Definitely looks like a sweet cat although the tattered ears looks like they have experienced some hardship. I'd also want to know more of the details as to why this cat is being given away and where it came from. Is it intact, are the medical records available and are there any social issues. You could be finding yourself with a cat that needs some serious intervention and bengal or savannah it's not a task for the faint of heart.

Not trying you discourage you from adopting this cat, but if it's a cat that should be in a rescue situation, best to know what to be prepared for.

Yes, I would. It's not necessarily that breeders want the kitten back... we want to know that they are safe and well cared for.

That has proven to be true in my case. I contacted Echo's breeder and she was quite helpful and offered to answer any questions I had. Best of all, I have a clear conscience in having saved him, literally from death, and I know who his parents are. He's become such a different cat than a year ago!

It's very possible this is a Savannah x Bengal cat, although it looks more Bengal than Savannah. Does the owner have the cat's registration papers? That would help you know what generation it is, and who the breeder is.
