If it were me, and your loaned out carrier is canvas, I'd get a new one and let the neighbor keep the one she has now. If your carrier is plastic, try soaking it as suggested above, but be sure to rinse and let dry thoroughly, or even take it to a car wash and give it a good power washing after disinfecting.

Vinegar needs to be full strength (at least 4% or higher) to work as an antibacterial, antifungal, and antiviral. Having said that you could wash the carrier down with full strength vinegar (without going through the mess of filling a bathtub with vinegar), let it soak for an hour, then rinse thoroughly.

I'm not sure that vinegar will kill calici, but I'm pretty sure that bleach along with detergent will eradicate it.

Ok maybe I'll soak with bleach and a detergent then spray with straight vinegar after it dries.

Bekki don't mix vinegar with bleach... The only thing that should be mixed with bleach is water...
