I think that this is a result of the breeder confusing what is possibly equivalent in a program (if of equal type then a C-registered SV does produce SBT the same as an SBT Savannah would) to what is equivalent in labeling. The cats should be labeled what they are, not what the breeder considers them equal to. Some breeders think that their F4 kittens appear equal to F2s in type, doesn't mean that they can sell them as F2s! LOL! A breeder should be disclosing exactly what the kitten is.
Does your contract promise you a "purebred" or SBT Savannah kitten or is it simply phrased as "Savannah kitten"? I've seen all sorts of contracts and some are very brief and non-descriptive making it harder if you wanted to pursue legal action.
