Yes, the ruling requires any breeder with more than four "breeder" females (and this would include kittens that are being kept to replace existing queens) to have a USDA permit which requires them to be kept in disinfectable cages...

Nothing like seeing 'Puppy Mills' on the news being closed down for how horrible they are. Then pass laws to turn legitimate breeders into them virtually!

Yes, it is called the AWA...and states have their own laws to target puppy and kitten mills...
