On the iPhone or iPad, the Photos app (built in) has an edit function. Edit the photo in question and select the crop button on the lower left just to the right of Cancel. Then another button shows up above Cancel allowing you to rotate.

This works in iOS 8 and, I think, 7.

Lol no he isn't much for hair, but he is big on head buts and nibbling my glasses he likes to be back there and slowly work his paws and head onto my shoulder, then he will head but. Adorable, but sometimes inconvenient.
