Tort, John Popp is far more experienced in the photography arena, but I do think backing the camera (er, cell phone) up about a foot might have helped.

Well, well. Look what backing up a bit did. Yep, those are spots! Can even see the "M" on the forehead.
As far as I'm concerned, that phone/camera is working just fine!.
(Maybe it's the photographer....)
