I asked CAROL SCHULTE of Asiarose Exotics this is what she emailed me. "you don't need one for hybrid cats....they are considered domestic in sd with the tica reg.."

I don't think SD has any regulations on savannah cats, so I would not push the issue. That being said, if every state accepted what TICA considered domestic or the USDA considered domestic, there would be no bans anywhere...so that answer is no answer at all....

So based on the above it looks like you do need a permit for a nondomestic hybrid, but since it is not one of those listed prohibited in 12:68:18:03.01 or restricted in 12:68:18:03.02 you can receive the permit over the phone and there is no fee for this permit. Is anyone else interpreing this differently than I am?
