So the issue is that state law can be more restrictive but not less restrictive than federal (USDA) law, and TX has written some very restrictive laws against hybrids... but has delegated the enforcement of those laws to each county. Counties and cities can also be more, but not less restrictive than state laws. It looks like Lubbock County adapted the state laws verbatim from what I have read, which means permit, liability insurance, special housing requirements, etc.
Most states that wish to only include specific generations in their bans will specify, e.g., no wild blood for three generations, or no wild parent. If it is not specified then the presumption is that it includes ALL hybrids for ALL generations. For instance NY law is worded so that only F6 or later is legal. NYC states all hybrids are illegal but does not specify generation. Some have tried to argue that means only F1s are illegal (the first generation hybrid), but as stated above, city can only be more restrictive not less, so NYCs clear intent was to make ALL generations illegal. You can choose to presume otherwise but it will only take one law official to say you are wrong and you have lost your beloved pet, maybe to euthanization. One of the reasons I always encourage people to get quotes from officials in writing is because it is a better defense if you can prove you were given the wrong interpretation of the law. I suspect this is also why your friend does not want to quote you - he really does not know and is only giving his personal (not an official) interpretation of the law
