Arizona follows the USDA definitions, so in order to own an exotic here you must have a USDA license - and to get a USDA license you must be either a exotic breeder (F1 Savannah programs don't count), broker, exhibitor, or researcher.
The USDA considers exotic x domestic hybrids of any generation to be domestic (which is why you cannot get an exotic breeder license for an F1 program) so hybrids are also considered domestic in AZ and therefore legal to own.

I'm going to chime in here real quick about foxes-- foxes, bats, and a couple of others (coons) are considered high rabies vector type animals. Now, IMHO, it's kinda BS-- particularly when we get down to animals being bred for the pet trade, but that explains why places like AZ do not permit them. Skunks are another animal that are legal in quite a few states, but illegal in others that don't make much sense.

maybe it's the assumption that skunks stink without even taking the time to look up that skunk owners typically have those glands removed. Although I have heard of skunks attacking. They are more quiet and keep to themselves don't really seem to get close or want to cuddle their owners. skunks will try to scratch or bite before they spray usually. and even then they will usually back up and get away if given the chance.... A couple years ago I remember being chased by a skunk because he was territorial over my work parkinglot and he didn't like me walking to me car which was close to his sleeping spot. (Maybe a female with kits perhaps).... Scared the poo outta me though lol
