My Savannahs are not chatty, I would go crazy with a chatty cat. Joyce knows, it was a reason I placed Thandi because she WAS a talkative cat. Drove me crazy.
But... to develop our breed Oriental Shorthairs were used, which are Siamese in different outfits...so of course are vocal cats. Bengals can be chatty too, and they were used in our breed. So I think some of that comes through in some of our cats.
in your Leo's case, it may be a combination of a natural propensity to wish to communicate...some unsettledness from the trip and he's still getting settled back in... some learned behavior as meowing gets him attention...or possibly loneliness setting in if he's an only kitty?
